You cannot do anything without bribery in North Korea.
Before 1990s North Korea regime could provide foods to North Korean people. Since Kim Jong Un became the leader of North Korea, North Korean regime could not provide foods and free markets increased in North Korea.
Before 1990s, money was not powerful to live a life in North Korea. At that time government officials in North Korea were afraid of taking bribery from others, because they might be put behind bars when they are caught in the very act of taking bribery and their family members could not receive foods from North Korean regime.
Bribery and corruption in North Korea became more severe day by day.
