In North Korea all the properties belong to North Korean regime and North Korean people are allowed to live in those apartment with a few amount of housing permission fee.
However, most North Korean people think their housing as a personal property and sell their entry permit to others. The price of some apartments in Pyongyang reaches up to hundreds of thousands dollars. Some rich North Korean people own more than one apartment.
North Korean regime provides apartments to important scients and some people who lost their homes because of the flood. North Korea seems to allow western market economy as well as communist economy.
Most North Korean apartments were built more than 30 years ago so that the facilities inside the apartment are too old and need repair. There is a big problem with the inequality of housing in North Korea because the price of housing in Pyongyang is much higher than that of some suburban cities in North Korea, even though they own one apartment per family.
I think the price of housing will be increased much more rapidly when the new and up-to-date wide roads are constructed in the suburban cities after the unification of Korea.
